Western Behavioral Health (WBH) manages the behavioral health benefits for the majority of UPMC Health Plan members. WBH recognizes that one of the most important member rights is the right to confidentiality. This means that WBH will not share information about a member's services without his or her permission. Exceptions to this rule include sharing information with a member's provider to ensure appropriate treatment, paying a provider for services delivered to a member, and health care operational activities such as quality reviews.
Members have the right to refuse to allow release of information about their care except when the release is related to treatment, payment, or health care operations, or when the information is needed to protect the member or someone else from danger. The law requires that information about a member's care be shared with or without permission in cases in which someone is in danger. Under these circumstances, WBH would share only the information necessary to get the member or other person to safety.
