What Is a Consumer Directed Health Plan?A Consumer Directed Health Plan consists of a high-deductible health plan coupled with a source to fund part of the plan's deductible. This funding source may be either an employer funded and owned HRA (Health Reimbursement Account) or an employee owned HSA (Health Savings Account), which can be funded by the employer, the employee, or both.UPMC Health Plan offers a full suite of Consumer Directed Health Care products, complete with health promotion programs and online tools to engage our members in a consumer-focused health benefits environment. Our fully integrated HSA and HRA products are convenient and easy to use. These plans give our members more control of their health care spending and the freedom to choose their own doctors. Our programs can help you stay well and offer easy access to the care you need. Quality Health Plan Benefits With Consumer Advantage, we offer the same comprehensive health benefits our members have come to expect from UPMC Health Plan. Full medical coverage and a network of some of the best physicians and hospitals in the nation are at your service. And preventive care, such as a periodic physical exam, is covered at 100 percent, so employees pay nothing for such services. Names You Can Trust UPMC Health Plan has formed an alliance for its HSA product with Pittsburgh-based Mellon Financial Corporation, a leading provider of HSAs. Included in the HSA offering are financial services such as a checking account and a debit card to pay for qualified medical expenses, investment accounts, and IRS-required tax reporting. Also available are health plan services such as claims administration, customer service, online health tools, employee education, and enrollment assistance. In addition to Mellon, the Health Plan is working with CareGain, a national provider of CDHP administrative services. CareGain provides a fully integrated and flexible financial management platform, making it easy for employees to manage their health care spending. Tools to Manage Employee Accounts Since the ability to independently manage health care and spending is an important part of this program, we provide our members with the tools and support they need to track their health care services and expenses. Using an easy-to-understand Internet site, members can access account balance information, including pending expenditures. In addition, they can calculate future account value, including future tax savings and accrued interest generated through their UPMC Consumer Advantage account. To complement these financial tools, UPMC Health Plan provides an exclusive website that offers members an array of online health information, newsletters, and health programs such as smoking cessation. Invest in the Future Intrigued by the advantages of consumer directed plans? Well, there's more. In addition to plan flexibility and tax savings, UPMC Health Plan's HSA plan also offers employee investment opportunities through Mellon and its investment subsidiary, Dreyfus. At a certain level of savings, employees can begin directing some of their HSA savings into Dreyfus investment accounts. Much like a 401k, an HSA can become an investment fund. And, with the HSA, employees can take their accounts with them when they change employers.
